Audubon Case: Man Faces Two Sexual Contact Charges
Audubon, Minnesota (trfnews.i234.me) — A Detroit Lakes man faces two criminal sexual conduct charges in Becker County.
Kyle Ryan Francis is named in a complaint filed in Minnesota’s Seventh Judicial District. The court file is 03-CR-24-1558.
The complaint charges Francis with two counts of fifth-degree criminal sexual conduct. Both counts involve alleged nonconsensual sexual contact with a juvenile.
One count is listed as a felony in the complaint. The second count is listed as a gross misdemeanor.
The complaint lists the same maximum penalty for each count. It includes 364 days in jail, a $3,000 fine, or both.
Any sentence would follow a conviction and a judge’s decision.
Allegations From Summer 2022
The complaint says the first incident happened near the end of June 2022. The juvenile had attended Audubon Summer Fest.
She later gave Francis a ride because he had been drinking, according to the complaint. During the ride, Francis allegedly touched her leg.
The filing says the group later arrived at Francis’s home. It alleges he made sexual contact with the juvenile there.
The complaint says another incident happened around July 23, 2022. The juvenile was visiting a friend at the same home.
She slept in the living room after the group watched a movie. The filing alleges Francis touched her over her clothing the next morning.

Investigation and Court Case
The juvenile reported both incidents during a law enforcement investigation in August 2023. She also completed a forensic interview at a children’s advocacy center.
The complaint states there was probable cause to file the two charges. A criminal complaint contains allegations, not proof of guilt.
Francis is presumed innocent unless proven guilty in court. The case remains subject to further court action.
Readers can review Minnesota Statute 609.3451 for the charged offense.
