Jamestown Man Faces Four Felony Sex Charges
JAMESTOWN (trfnews.i234.me) — A Jamestown man faces four felony charges involving a 15-year-old girl.
William J. Carter, 40, was arrested after an investigation by the Stutsman County Sheriff’s Office.
The complaint identifies Carter as a registered sex offender.
The alleged conduct occurred between November and December 2025, according to court documents.
Girl Reports Alleged Abuse
The investigation began after the girl spoke with a Stutsman County social worker on May 26.
She reported sexual abuse on three separate occasions, according to a probable cause declaration.
Two alleged incidents happened at a home within Jamestown city limits.
A third alleged incident occurred near the Jamestown Reservoir.
The girl also reported that Carter requested sexually explicit photographs from her.
Court documents say she created the images and sent them through Snapchat.
The girl’s name has not been released because she is a minor.

Carter Interviewed in June
An investigator interviewed Carter on June 23, according to the declaration.
Carter allegedly acknowledged sexual contact with the girl at the reported locations.
He also confirmed the alleged incidents occurred during November and December 2025.
Court records say Carter admitted receiving sexually explicit photographs on his phone.
He reportedly told investigators that he later deleted those images.

Four Felony Charges Filed
Prosecutors charged Carter with two felony counts of sexual assault.
He also faces felony corruption or solicitation of a minor.
A fourth felony charge alleges indecent exposure.
The charges do not establish guilt.

A preliminary hearing is scheduled for July 22, 2026, at 9 a.m.
