Becker County (trfnews.i234.me) — A Detroit Lakes woman is facing two charges after a February traffic stop, according to a criminal complaint filed in Becker County District Court.
Emmylou Johnson, 41, is charged with gross misdemeanor failure to provide insurance information and misdemeanor driving after revocation. The case was filed in Minnesota’s 7th Judicial District.
What the Complaint Says
According to the complaint, the incident happened on February 12, 2026. Court records say Johnson was driving a 2013 black Volkswagen Passat when she was stopped.
The complaint says she did not provide proof of insurance when asked. Prosecutors also allege she was driving while her license was revoked.
The charging section lists the offense location as Frazee, Minnesota. However, the probable cause statement says the stop happened on Lake Avenue in Detroit Lakes. That location detail may be addressed later in court.
Charges Filed
The first count is a gross misdemeanor under Minnesota Statute 169.791. It alleges Johnson failed to provide proof of insurance.
That charge carries a maximum penalty of one year in jail, a $3,000 fine, or both. The complaint says the charge is enhanced by prior insurance-related convictions.
The second count is a misdemeanor under Minnesota Statute 171.24. It alleges Johnson drove after her license had been revoked.
That charge carries a maximum penalty of 90 days in jail, a $1,000 fine, or both.
Prior Convictions Listed
The complaint says Johnson has several past insurance convictions. Those dates are listed as February 6, 2021, March 21, 2023, July 19, 2025, and August 27, 2025.
The complaint also says she has been convicted of driving after revocation 10 times since 2021. Those prior cases are part of the court filing. They are not new charges in this case.
What Happens Next
A criminal complaint contains allegations. It is not a conviction. Johnson will have the chance to respond in court.
