Warroad Woman Charged in Severe Dog Starvation Case
Warroad (trfnews.i234.me) — Jazmin Dawn Meyer, 19, faces one felony count of animal torture after a dog died in her care.
Investigators say the animal was severely starved and found dead inside a trailer home.
Dog Found Dead Inside Warroad Trailer
According to the complaint, deputies were notified in January about a dead dog inside a Warroad trailer.
Authorities were called to Lakewood Trailer Park after concerns were raised about the animal.
Meyer told deputies the dog had died but said it had been fed.
She said the dog may have gotten into something inside the home.
She also said frozen ground delayed her plan to dispose of the animal.
Then in February, the trailer owner contacted authorities again.
The owner reported Meyer had left the property while the dog’s body remained inside.
Testing Points To Severe Starvation
An investigator identified in the complaint later removed the dog for a necropsy.
Testing completed in May showed the dog’s bone marrow contained 0.4% fat.
The complaint says a healthy dog would typically have about 59.4% fat.
By June, investigators said the evidence showed severe starvation over an extended period.
They believed the dog likely suffered for months before dying.
The complaint also says the animal was kept inside a contaminated kennel.
Investigators reported urine and feces inside the enclosure.
Felony Animal Torture Charge Filed
Prosecutors charged Meyer with felony animal torture.
The charge carries a maximum sentence of two years in prison.

Petition Calls For Animal Ownership Ban
An online petition has also called for Meyer to be barred from owning animals for 10 years.
At the time described in the source, the petition had 53 signatures.
The petition includes additional allegations that are not part of the criminal complaint.
Those claims have not been independently verified by TRF News.
The petition asks for a decade-long ban on owning, fostering, or caring for animals.
It argues such a restriction could help prevent future abuse.

Court Case Pending
Meyer is scheduled to appear in court at a later date.
Roseau County court information is available through the Minnesota Judicial Branch.
The charge is an allegation and has not been proven in court.
Meyer is presumed innocent unless proven guilty.
