ROSEAU COUNTY (trfnews.i234.me) – A Warroad man has been charged with three felony counts of financial exploitation of a vulnerable adult, accused of misusing more than $22,000 of his elderly mother’s money and failing to pay for her senior care.
According to court documents, Reginald Colin Millsop, 50, of Warroad, was responsible for managing his mother’s finances and medical care under her power of attorney. However, investigators say Millsop neglected to pay her senior living expenses, despite having access to her accounts.
The case began on April 15, when an adult protection report was filed after a social worker discovered that the woman’s care bills were unpaid and that Millsop had not responded to calls or certified letters from the senior living center.
Facility staff reported that Millsop ignored requests regarding his mother’s health care needs, including costs for medication, clothing, and personal care items. Financial records later revealed numerous ATM withdrawals and debit card purchases totaling over $22,000 that could not be accounted for.
Millsop reportedly told investigators that a sibling had dropped their mother off “without warning” and that he was told he could “pay himself back” for taking care of her. However, authorities say there’s no documentation supporting that claim.
The senior living center’s director confirmed Millsop hadn’t visited his mother since around Christmas and has since been removed from access to her accounts.
Millsop appeared in Roseau County Court on November 3. He was summoned, not arrested, and remains out of custody pending further proceedings. His next court hearing, an omnibus session, is set for December 8 at 2 p.m.
Financial exploitation of a vulnerable adult is a serious felony under Minnesota law, carrying a possible sentence of up to 10 years in prison and heavy fines.
