Thief River Falls (trfnews.i234.me) — A Minneapolis man is facing charges after police were called to a Thief River Falls yard.
The report came in on April 23 at about 7:42 p.m.
Police were sent to 524 Fourth Street West.
The caller reported a man lying in a yard and screaming.
Ronin Bradley Cloud, 20, of Minneapolis, was later arrested.
Cloud has been charged with fourth-degree assault of a peace officer.
He also faces a disorderly conduct charge.
Complaint Details Yard Call
According to the complaint, the homeowner said Cloud sat in the yard for about 10 minutes.
The homeowner reported that Cloud was screaming at times.
Police spoke with Cloud after arriving at the scene.
The complaint says Cloud allegedly made statements about wind and time travel.
Police also reported smelling alcohol on Cloud.
Cloud denied consuming alcohol, according to the complaint.
Officers offered Cloud a ride home.
The complaint says he refused to enter a squad vehicle.

Assault Allegation Listed
The complaint says Cloud became more agitated during the contact.
He allegedly raised his voice and made statements about dying.
Cloud then allegedly tried to punch or push an officer.
The complaint says he hit the officer’s upper vest.
Police then brought Cloud to the ground and handcuffed him.
While being taken to the Law Enforcement Center, Cloud allegedly hit his head inside the squad.
Cloud later submitted to a breath test.
The complaint says the result was 0.253 blood alcohol content.
He was taken to Sanford Medical Center for medical clearance.
Cloud was later discharged and returned to the Law Enforcement Center.
Jail Incident Also Alleged
At the jail, Cloud allegedly raised his fist and moved toward an officer.
The complaint says he was held until he calmed down.
Cloud also allegedly refused to change out of his street clothes.
Officers then assisted him into a smock, according to the complaint.
