Special Weather Statement issued April 24 at 4:18AM CDT by NWS Grand Forks ND

Relative humidity values will drop to around 20 percent and fuels
remain dry as most grasses have not greened up yet. Despite winds
under 10 mph today, the dry conditions will cause near critical
fire weather conditions this afternoon and early evening. Any
fire that does develop has the potential to quickly spread.
