Roseau Man Charged In Domestic Assault Case

ROSEAU, Minn. (trfnews.i234.me) — Allen Lamar Stallworth, 44, of Roseau, is facing two domestic assault charges in Roseau County District Court.

According to a criminal complaint, Stallworth is charged with felony domestic assault by strangulation. He is also charged with misdemeanor fifth-degree domestic assault.

The case was filed in Minnesota’s Ninth Judicial District. Court records list the file number as 68-CR-26-230.

The complaint says the alleged incident happened on or about April 21, 2026. It reportedly occurred in Roseau County.

The felony charge carries a maximum sentence of three years in prison. It also carries a possible $5,000 fine.

The misdemeanor charge carries a maximum sentence of 90 days in jail. It also carries a possible $1,000 fine.

Minnesota law defines strangulation as blocking normal breathing or blood flow. That can include pressure to the throat or neck. It can also include blocking the nose or mouth.

Police Responded To Disturbance Call

The complaint says police responded around 7:37 p.m. after hearing yelling nearby. Dispatch also reported a disturbance at an apartment on Main Avenue North.

Stallworth was listed as the reporting party. Officers spoke with him in the stairwell of the apartment building.

According to the complaint, Stallworth said he had been in a fight with a woman. He also said he wanted her out of the apartment.

Officers reported seeing marks on Stallworth. They also reported signs of alcohol use, including poor balance and slurred speech.

Alleged Victim Described Choking

Officers then spoke with the woman inside the apartment. The complaint says she was packing her belongings.

The woman said the fight started because of Stallworth’s drinking. She alleged that Stallworth gets aggressive when he drinks.

In a later statement, she alleged that Stallworth charged at her. She said he choked her and pulled her hair.

The woman said she hit Stallworth while trying to defend herself. She also said she had trouble breathing while being grabbed by the neck.

The complaint says officers observed discoloration on the woman’s neck. It was described as consistent with strangulation.

A male relative of Stallworth also came to the scene. The complaint says the woman had called him for help.

Authorities also said Stallworth was on supervised probation. A preliminary breath test was requested. The complaint says the result was .255.
