Frazee Man Sentenced in Felony DWI Case
FRAZEE (trfnews.i234.me) — Jesse Caleb Bailey, 35, has been sentenced for felony DWI test refusal.
The sentence was issued in Becker County District Court.
Two other DWI charges were dismissed under a plea agreement.
Bailey received a 36-month state prison sentence.
The court stayed that sentence for five years.
He must follow probation and treatment conditions during that period.
Traffic Stop Led to Arrest
Court records state the case began on December 14, 2024.
Bailey was stopped in Detroit Lakes for allegedly driving with expired registration tabs.
His vehicle made a rolling stop in the Central Market parking lot.
Bailey was arrested for driving with a canceled license.
He admitted to using fentanyl several hours earlier, according to the criminal complaint.
Bailey then refused to provide blood or urine samples for testing.

Bailey was transported to the Becker County Jail.
During transport, he also admitted smoking methamphetamine, court records state.
The records list three earlier DWI convictions.
Those prior cases supported the felony-level DWI charge.
Jail Time and Financial Penalties
A Becker County judge sentenced Bailey on May 12.
He was ordered to serve 60 days in jail.
Bailey received credit for all 60 days already served.
The court imposed a $500 fine.
Bailey must also pay $190 in court fees.
The stayed prison sentence could be enforced following a serious probation violation.
Treatment and Probation Conditions
Bailey may not possess or use alcohol or illegal drugs.
He must complete a comprehensive chemical use assessment.
He must also follow all treatment and aftercare recommendations.
The sentence requires cognitive skills training.
Bailey must complete a victim impact panel within four months.
He must also complete the Otter Tail County DWI Court program.
The specialty court includes treatment, frequent hearings, testing, and close supervision.
Bailey must follow all program rules.
He was also ordered to pay a $1,000 DWI Court program fee.
