East Grand Forks Woman Charged In Officer Assault

East Grand Forks (trfnews.i234.me) — Olivia Jan Hammer is facing a gross misdemeanor charge in Polk County District Court.

According to a criminal complaint, Hammer is charged with fourth-degree assault involving a peace officer. The case is filed in Minnesota’s 9th Judicial District under court file number 60-CR-26-645.

The complaint says the alleged incident happened on April 10, 2025, in East Grand Forks. Police were called to a residence on 22nd Street Northwest at about 9:32 p.m.

Authorities said the call involved a woman who had reportedly made self-harm threats. The complaint says she also had superficial cuts on her arms.

Complaint Details: The Police Response

When officers arrived, Hammer was on a couch inside the home. A knife was reported to be behind the couch, according to the complaint.

Authorities said Hammer rolled onto her stomach and reached behind the couch. An officer then grabbed her arm and placed her in handcuffs.

The knife was later found behind the couch, according to court documents. Emergency medical staff then arrived at the scene.

The complaint says EMS told Hammer she needed to be taken to a hospital. Hammer refused transport, according to the filing.

When an officer tried to help Hammer off the couch, she allegedly kicked the officer in the chest.

Charge Is A Gross Misdemeanor

Hammer was later taken by ambulance to Altru, according to the complaint.

The charge carries a maximum sentence of 364 days in jail. It also carries a possible $3,000 fine, or both.

Fourth-degree assault involving a peace officer is listed under Minnesota Statute 609.2231.
