Dilworth Assault Case Declined by Prosecutors
DILWORTH, Minn. (trfnews.i234.me) — TRF News obtained a full 2022 domestic assault report involving Sahar Ramirez.
The report was prepared by the Dilworth Police Department. It was later sent to the Clay County Attorney’s Office for review.
Prosecutors declined to file charges. A November 13, 2023, letter cited “prosecutorial discretion” as the reason.
Report Detailed Alleged Assaults
Investigators reviewed surveillance video, interviewed Ramirez, and photographed reported injuries during May 2022.
The report recommended possible child endangerment, domestic assault, and fifth-degree assault charges against her husband.
No criminal charges were filed in the case.
According to the report, one video showed Ramirez being struck while holding a toddler.
Investigators counted nine closed-fist strikes to her head and face during that recording.
Another section described an infant car seat being shaken rapidly. The report also noted a strap-like object.

Ramirez Described Repeated Abuse
During her 2022 interview, Ramirez described abuse that she said happened about four days each week.
She also reported repeated strangulation. Ramirez said one incident left her feeling unable to breathe.
The case was forwarded to the Clay County Attorney’s Office.
More than one year later, prosecutors returned a one-page declination letter. The letter did not provide further details.
Death Investigation Remains Open
Ramirez was found dead near the Red River on June 30. She had been reported missing five days earlier.
Moorhead police said evidence currently points to suicide.
Police said an autopsy found no signs of trauma or injury. Toxicology testing remained pending.
Authorities also said current evidence does not place Ramirez’s husband at the scene.
Police said evidence showed he was outside the area when Ramirez died.
Ramirez’s family disputes the suicide finding. Relatives have called for a murder investigation and plan a public protest.
Her brother said the family’s main concern is the safety of Ramirez’s children.
TRF News requested comment from the Clay County Attorney’s Office about the declined prosecution.
