Pennington County, MN (trfnews.i234.me)—On November 15, Tri-County Probation contacted Pennington County dispatch regarding an individual with an active warrant from Polk County. Frank Anthony Kaiser, aged 38, from Crookston, has been charged with a felony for failing to register as a predatory offender, marking a subsequent offense. The formal complaint was filed on December 27.
According to the complaint, a juvenile investigator was aware of Kaiser’s obligation to register as a predatory offender. Accompanied by a police sergeant, a police officer, and an officer from the Pine to Prairie Drug Task Force, the investigator proceeded to Kaiser’s last known registered address in the 200 block of Merriam Ave. N., which Kaiser had reported on October 21. The homeowner informed law enforcement that Kaiser had stayed there for only a few days and had been asked to leave several weeks prior. She was unaware that he had listed her residence as his registered address.
Subsequently, authorities located Kaiser walking in the 1500 block of Hwy. 59 S.E. He stated that he had been residing at his mother’s home, which was not his registered address. The complaint also notes that Kaiser has prior convictions for failing to register as a predatory offender in 2020 and 2022.
