East Grand Forks Woman Charged In Civic Case

East Grand Forks (trfnews.i234.me) — A Grand Forks woman is facing a felony charge in Polk County after a stolen Honda Civic was found damaged in Grand Forks.

Phoenix Ray Schrupp Schaan has been charged with unauthorized use of a motor vehicle. The charge was filed in the Minnesota District Court in Polk County.

The charge is listed as a felony under Minnesota theft statutes. The maximum penalty is five years in prison, a $10,000 fine, or both.

Vehicle Reported Missing In East Grand Forks

According to the complaint, police were called on December 26, 2025. The report came from a home on 14th Street NW in East Grand Forks.

The vehicle owner reported that his blue 2006 Honda Civic was missing. The car had a Minnesota license plate JLX923.

The owner said he had parked the car on the street the night before. He said the vehicle was parked at about 8:00 p.m.

He also told police the keys were left in the ignition. The complaint says that it was due to mechanical issues.

The vehicle was noticed missing at about 7:30 a.m. The owner said board games and a jacket were inside the car.

Car Found Across State Line

The complaint says the vehicle was later found in Grand Forks, North Dakota. It was located at O’Reilly Auto Parts on Gateway Drive.

Investigators said the car had significant damage. The complaint also says Schaan admitted she had driven the vehicle.

Schaan allegedly told police she received the blue Honda Civic as a Christmas gift from her brother. She also allegedly said she had been drinking that day.

According to the complaint, Schaan said she was in a crash at about 11:00 p.m. on December 25. She allegedly admitted to leaving the crash scene.

She told police the vehicle later stalled. She said she walked home after leaving the car, according to the complaint.

Crash Report Also Filed

On December 27, another person contacted East Grand Forks police. That person reported being involved in a crash with a blue Honda Civic.

The complaint says the driver of the Civic left before law enforcement was called.

Investigators later spoke with Schaan’s adoptive father. He said Schaan did not own a blue Honda Civic or any other vehicle.

The complaint also notes a pending case in North Dakota. That case includes allegations of criminal trespass and theft in Grand Forks County.
