East Grand Forks (trfnews.i234.me) — A Grand Forks man now faces a felony drug charge in Polk County after investigators said he obtained methamphetamine near Sherlock Park in East Grand Forks.

Frank Lewis White, 64, is charged with third-degree controlled substance crime. The charge alleges possession in a prohibited zone. Court records say the alleged offense happened on June 6, 2024.

According to the complaint, the case began when Arleasher Gardner Brewer was arrested on an outstanding warrant near the East Grand Forks swimming pool parking lot. Investigators said Brewer had arrived by bicycle and approached a pickup in the lot.

What investigators say happened

The complaint says Brewer later gave a statement to law enforcement. She also allowed investigators to search her phone. In that search, officers found messages with a contact listed as “Shadow.”

Investigators said that contact was later identified as White. The messages described plans to meet in East Grand Forks. The complaint says Brewer sent a screenshot showing the East Grand Forks Swimming Pool location.

Court records say White later admitted he was the person messaging Brewer. He told investigators he met Brewer at the pool parking lot on June 6. He also said he paid her money.

The complaint says White told investigators Brewer did not hand over meth at that first meeting. After Brewer was released, the two met again near the memorial display at 4th Street Northwest and Patriotism Drive.

White told investigators Brewer then made it appear that a baggie of meth had been found on his truck floor. The complaint says White later used the meth and flushed the bag.

Location raised the charge level

Investigators said the meeting spot was within 300 feet of Sherlock Park. That location matters under Minnesota’s third-degree controlled substance law.

The complaint also says White gave a urine sample that tested positive for methamphetamine. Prosecutors filed the case in Minnesota District Court in Polk County.

Brewer later entered a guilty plea on January 9, 2025, in a separate Polk County case. Court records say she admitted selling methamphetamine to White on June 6, 2024.

White’s current charge is a felony. The complaint says the maximum penalty is 20 years in prison, a $250,000 fine, or both. A criminal charge is only an accusation. Guilt must be proven in court.
