Twin Valley, Minnesota (trfnews.i234.me) — A Twin Valley man is facing several criminal charges after a reported domestic assault in Norman County.
According to a criminal complaint, James Eugene Rolland Covey has been charged with felony threats of violence, felony domestic assault by strangulation, gross misdemeanor domestic assault, and misdemeanor fifth-degree assault.
The complaint says the case involves Matt Floberg and two minors, identified in court records as X.E. and S.B. The charges remain allegations unless proven in court.

Charges Filed
Court records show prosecutors filed four counts against Covey. Those counts include threats of violence, domestic assault by strangulation, domestic assault, and fifth-degree assault.
The complaint lists the alleged offense date as on or about February 6, 2026. It also says deputies were dispatched to the home on February 16, 2026.
What the Complaint Says
According to the complaint, X.E. told authorities that Covey came into the kitchen and threw both X.E. and Floberg against a wall. X.E. said Covey pinned Floberg against the wall and then put him on the floor.
The complaint says Covey then tried to hit Floberg in the face. X.E. told authorities he tried to stop the assault.
X.E. also told investigators that Covey attacked Floberg again in the living room. The complaint says Covey tried to hit Floberg’s head into a wall.
Floberg also spoke with authorities, according to the complaint. He said Covey first attacked X.E. When Floberg tried to break it up, Covey took him to the ground. The complaint says Floberg suffered scratches to his hands. It also says Floberg reported Covey put his hands on his neck.
Another minor, identified as S.B., told authorities she saw part of the incident. According to the complaint, she took another juvenile to the basement and called 911. The complaint also says she provided a recording in which Covey allegedly made violent threats, including a statement about killing someone.
Prior Conviction Listed
Prosecutors also cited a prior domestic assault conviction from Becker County. Court records say that earlier case was sentenced in 2017. That prior conviction is listed as a factor in one of the new charges.
A criminal complaint is only an accusation. Covey has not been convicted in this case. The matter is now set to move through Norman County District Court.
