Woman Charged in $34K FM Bank Identity Theft Scheme

Clay County (trfnews.i234.me) – A 61-year-old woman has been charged with identity theft after prosecutors said she used a stolen identity to withdraw $34,000 from two American Federal Bank branches in Fargo and Moorhead. The withdrawals occurred on the same day in November 2023. The charge was filed in Clay County.

Ginger Lorrine Lemons had a warrant issued for her arrest on December 18, 2024. She was served with the warrant on November 21, 2025. Lemons is charged with felony identity theft, which carries a maximum penalty of 10 years in prison and a $20,000 fine.

According to the criminal complaint, Lemons first entered the Fargo American Federal Bank location at 11:55 a.m. on November 29, 2023. She identified herself as a customer using a passport card. She withdrew $7,450 and requested a cashier’s check for $9,800 made out to an individual identified as “I.W.”

About 30 minutes later, at 12:25 p.m., Lemons went to the bank’s Moorhead location. She again used the same customer’s identity, presenting a Minnesota ID and the same passport card. She withdrew $7,000 and requested another cashier’s check for $9,750, also payable to “I.W.”

The scheme continued roughly 35 minutes later when a man identifying himself as “I.W.” cashed the first cashier’s check at the Moorhead branch. At 1:20 p.m., he cashed the second check at the Fargo location.

Bank employees contacted the real account holder, who confirmed she had not visited either branch and did not authorize the transactions. The victim also confirmed she had no connection to Lemons or the man who cashed the checks.

Moorhead Police began investigating and discovered that the passport card number used by Lemons belonged to a man and was fraudulent. Investigators also identified the man who cashed the checks and determined he used a fraudulent California ID.

A U.S. State Department Special Agent connected Lemons to the passport fraud investigation. Her appearance matched booking photos from previous arrests, according to the complaint.

Lemons is scheduled to make her first court appearance in Clay County on November 21.
