Roseau County: Warroad Man Charged With Exploiting Vulnerable Adult

Roseau County (trfnews.i234.me) — A Warroad man is facing multiple felony charges after allegedly misusing tens of thousands of dollars belonging to his elderly mother while serving as her financial power of attorney, according to court documents filed in Roseau County District Court.

Reginald Colin Millsop, 50, of Warroad, has been charged with three counts of Financial Exploitation of a Vulnerable Adult, a felony under Minnesota law. The complaint alleges that between April 2024 and April 2025, Millsop improperly used more than $22,000 of his mother’s money for personal gain while failing to pay her long-term care costs at the Warroad Senior Living Center.

According to the investigation by Warroad Police Officer and Roseau County Social Services, the county’s Adult Protective Services (APS) unit received a report on April 15, 2025, stating that Millsop had not been paying his mother’s care bills despite having full control over her finances. Records from the Warroad Senior Living Center showed the resident’s care costs had gone unpaid since February 2024, leaving an outstanding balance of $30,971.24.

APS social worker reviewed financial records and found numerous debit card purchases and ATM withdrawals from the resident’s account that were not related to her care. Between April and September 2024, approximately $14,340 was withdrawn from ATMs. Additional withdrawals totaling $5,320 occurred from October through December 2024, and about $1,300 was withdrawn in April 2025.

When questioned by investigators, Millsop reportedly said his sister had left their mother in his care and that he was told to “pay himself back” for expenses related to her needs. He claimed to have bought personal items such as clothing, body wash, and toothpaste. However, facility staff reported that Millsop had not visited his mother since around Christmas 2024 and had stopped responding to calls about her care and billing. The senior living center has since restricted his access to his mother’s finances.

Each felony count carries a potential sentence of up to 10 years in prison and/or a $20,000 fine for the higher-level charges, and up to 5 years and/or a $10,000 fine for the third count. The case remains active in the 9th Judicial District Court of Roseau County.

  1. Not good, I help my brother with daily chores he is unable to do and I even find quarters and other small change in his home and return to his change jar. Pretty easy to do the right thing.
