What: Pedestrian vs. Passenger vehicle
Where: Eastbound 13th Ave S at the I-29 underpass (East of 38th St S)
When: May 12th, 2024 at 5:55 P.M. Central Time
Road Conditions: Dry
Weather Conditions: Clear
Crash Involvement: Passenger vehicle struck pedestrian.

Driver No. 1: Andin Schaffer,31, of Moorhead, MN – Not injured
Restraints: Seatbelt
Charges: None. Driver was arrested for an outstanding warrant.
Vehicle No. 1: 2001 Chevrolet Silverado
Passenger 1: Neteya Cordell, 28, of Moorhead, MN– Not injured
Restraints: Seatbelt
Charges: None
Vehicle No. 1: 2001 Chevrolet Silverado
Passenger 2: 4yr old juvenile of Moorhead, MN – Not injured.
Restraints: Seatbelt
Charges: None

Pedestrian No. 1: Samantha R. Leaf, 41, of Fargo, ND – Injured
Charges: None

Narrative:
Andin was eastbound on 13th Ave approaching the underpass in lane 1. Samantha Leaf was jay
walking north across 13th Ave under I-29. Andin struck the female in lane 1.
Sanford Ambulance arrived on scene and transported Samantha to Sanford in Fargo for
further care. Samantha Leaf sustained serious life-threatening injuries from the crash.
Andin remained on scene after the crash. He was arrested for an outstanding Cass County
warrant for assault.
The crash remains under investigation by the North Dakota Highway Patrol.
