Twin Valley (trfnews.i234.me) James Eugene Rolland Covey faces four charges after a reported domestic assault in Norman County.

Charges Filed In Norman County

According to an amended complaint, the incident happened on February 6, 2026, at about 4 p.m. The case was filed in Norman County District Court.

Prosecutors charged Covey with four counts. They include felony threats of violence, felony domestic assault by strangulation, domestic assault, and fifth-degree assault.

What The Complaint Says Happened

Authorities say the call came from a home in Twin Valley. The complaint says a minor witness, identified as X.E., spoke with investigators. X.E. said Covey came into the kitchen and shoved him and Matt Floberg into a wall.

X.E. said Covey pinned Floberg against the wall, forced him to the floor, and tried to hit him in the face. The complaint says X.E. tried to stop the attack. X.E. then said Covey calmed down for a short time.

A second assault followed in the living room, according to the filing. X.E. said Covey tried to slam Floberg’s head into a wall.

Floberg also spoke with investigators. He said Covey first attacked X.E. Floberg said he tried to break up that assault. He then said Covey took him to the ground.

That struggle caused scratches to his hands, according to the complaint. Floberg also reported that Covey put his hands on his neck. The complaint says Floberg did not report a neck injury.

Another minor witness, identified as S.B., told authorities she saw Covey assault X.E. The complaint says she took another child to the basement and called 911.

Investigators also received recorded statements. The complaint says those recordings captured violent threats aimed at X.E.

Background In The Case

Court records say Covey had been staying at the home for about three months. The complaint says Covey, Floberg, and X.E. all provided home health care for another person at that address. The filing also says X.E. did not live at the home.

Prosecutors also cited a prior domestic assault conviction from Becker County. That earlier case was sentenced in 2017. According to the complaint, that prior case raised one of the current charges.

What Happens Next

The case now moves through the Minnesota court process. A criminal complaint contains allegations. Those allegations must still be tested in court. No conviction has been entered in this case.
