Thief River Falls, MN (trfnews.i234.me) – A Thief River Falls woman, Allison Lea Holter, has been charged with multiple offenses following a traffic stop on January 22, 2026.
According to the State of Minnesota’s District Court for Pennington County, Holter, 32, was arrested after refusing to submit to a chemical test and allegedly possessing heroin. The charges include third-degree driving while impaired (DWI) and felony controlled substance crime in the fifth degree.
The incident began at approximately 5:46 p.m. when officers received a report about a red Hummer swerving and driving slowly near Falls Liquor in Pennington County. Officers responded and located the Hummer parked outside the liquor store. As they observed the vehicle, the driver, later identified as Holter, was seen backing up and impeding traffic at the intersection of 3rd Street and Atlantic Avenue.
At 6:10 p.m., Officer conducted a traffic stop. Holter appeared lethargic and displayed signs of intoxication, including slow speech, dilated pupils, and bloodshot eyes. Officers attempted to conduct sobriety tests, but Holter was uncooperative. She refused to step out of the vehicle and did not complete the Horizontal Gaze Nystagmus test.

Holter was eventually removed from her vehicle and placed under arrest. During a search, officers found two pill bottles in her pockets. One contained green and white pills without labels. The pills were later tested presumptive positive for heroin.
Holter was transported to the Law Enforcement Center, where she continued to refuse to cooperate. She was read her Miranda rights and, after being informed of a search warrant for a blood or urine test, refused again. The pills found on her person weighed more than 0.05 grams, leading to the felony charge.
Holter now faces serious charges, including up to five years of imprisonment and a fine of $10,000 for the controlled substance crime, and a maximum of 364 days in jail for the DWI test refusal.
