Pennington County (trfnews.i234.me) — Prosecutors have filed a felony complaint against Elijah Lee Louis Belgarde, 18, of Thief River Falls, according to court records in Minnesota’s Ninth Judicial District.

The complaint lists two felony counts. They include aiding and abetting first-degree burglary. It also lists aiding and abetting attempted motor vehicle theft.

The filing also includes several misdemeanor counts. Those counts include two alleged motor vehicle tampering charges. A minor alcohol consumption count is also listed.

What court records say happened

Court records say officers were sent to a home at about 10:38 p.m. on Dec. 10, 2025. A caller reported a possible burglary in progress.

The caller said three people were in a garage using flashlights. The caller said they rolled out what looked like a motorcycle. The caller also reported someone looking into a car in the alley.

Records say one suspect was identified as Justin William Jourdain. Court documents say another suspect fled on foot. Records identify that person as Belgarde.

Investigators later found a glove near a moped scooter. Records say the glove belonged to Belgarde.

Court records say Belgarde was later located behind a nearby residence. The complaint says he was taken into custody after officers ordered him to comply.

Moped and alcohol details

In an interview, records say Belgarde told officers he was with Jourdain and Peyton Cloud. The complaint says Belgarde admitted they looked into cars.

The complaint says the group took a scooter. Records say they planned to ride it around town.

Court documents say Belgarde had a backpack with alcohol inside. Records say he admitted he had alcohol.

The complaint also says Belgarde had release conditions in another case. Those conditions reportedly barred alcohol use or possession.

A preliminary breath test is listed in the complaint. Records report a result of 0.14 for Belgarde. Records report 0.07 for Jourdain.

The moped owner, identified as S.P., told officers it was stored in his garage. S.P. estimated the moped’s value at about $2,300 to $2,400, the complaint says.

The complaint says the moped’s right mirror was broken. Law enforcement photographed the moped, according to records.

The felony burglary charge is listed under Minnesota Statute 609.582. The attempted vehicle theft charge references Minnesota Statute 609.52.

The case is filed in Pennington County District Court. Court records list the file as 57-CR-25-852.
