Thief River Falls (trfnews.i234.me) — Ronin Bradley Cloud, 20, of Minneapolis, is facing two charges in Pennington County District Court.
The charges stem from an April 23, 2026, disturbance call in Thief River Falls.
Court records list the case as 57-CR-26-274.
Cloud is charged with fourth-degree assault of a peace officer.
He is also charged with disorderly conduct.
The assault charge is a gross misdemeanor.
It carries a maximum sentence of 364 days in jail.
It also carries a possible $3,000 fine.
The disorderly conduct charge carries up to 90 days in jail.
It also carries a possible $1,000 fine.
Police Called To Yard Disturbance
According to the complaint, officers were called around 7:42 p.m.
The report said someone was lying in a homeowner’s yard and screaming.
The address was listed as 524 4th Street West.
Police found a man sitting in the yard near Kinney Avenue.
The man was later identified as Ronin Bradley Cloud.
The complaint says Cloud was making unclear statements.
It also says high winds made it hard to hear.
The homeowner told police Cloud had been in the yard for about 10 minutes.
The homeowner also said Cloud had been screaming at times.

Complaint Alleges Assault During Encounter
Cloud later stood up and began walking, according to the complaint.
Police said he was stumbling while walking east on 4th Street.
Officers tried to identify him and find where he lived.
The complaint says officers smelled alcohol.
Cloud allegedly denied drinking alcohol.
Police said Cloud agreed to go to a squad car for a ride home.
Once near the squad, he allegedly refused to get inside.
The complaint says Cloud became more upset and raised his voice.
He allegedly attempted to punch or push a peace officer.
Authorities say he hit the officer in the upper vest.
Cloud was then arrested and handcuffed.
Medical Check Before Jail
While being taken to the law enforcement center, Cloud allegedly hit his head against the cage.
A preliminary breath test later allegedly showed a .253 blood alcohol concentration.
Cloud was taken to Sanford ER for medical clearance.
After discharge, he was returned to jail.
The complaint says Cloud again raised his fist at an officer while inside the jail.
He was later placed in a holding cell without further incident.
The charges are allegations.
Cloud is presumed innocent unless proven guilty in court.
