Thief River Falls (trfnews.i234.me) — A Thief River Falls man is facing two charges after a report at ParkWest Apartments.
Charges filed
Kendarius Jamarcus Dailey, 26, is charged in connection with the Dec. 17 call.
He is charged with gross misdemeanor interference with an emergency call.
He is also charged with misdemeanor domestic assault.
Court files describe the accusations. Dailey is presumed innocent in court.

What the complaint alleges
Police were called at about 2:49 p.m. on Dec. 17.
The report came from ParkWest Apartments at 1305 First St. W.
A woman told police she had to break into her unit.
She carried a window screen when officers arrived.
She said Dailey had her car, phone, and apartment keys.
She said the two were breaking up that day.
She said she let him gather his things.
She said an argument started inside the apartment.
She told police he pushed her from a chair.
She said he pinned her to the floor.
She said he choked her until she could not breathe.
She estimated it lasted one to two minutes.
She said she then warned that she would call the police.
She said Dailey left with her phone, keys, and car.
911 call and arrest
The woman said she used a stranger’s phone to call 911.
Police said Dailey later called 911 himself.
He asked if he should bring the car back.
Police said he was arrested after he returned to the address.
Photos and evidence noted
An officer photographed a tipped chair and the areas described.
The officer also photographed the woman’s neck, the complaint said.
Records said there were no clear marks on her neck.
