Police stopped the vehicle at about 4:26 p.m. in the 200 block of Main Avenue South.
Officers identified the passenger as Jacob Ryan Lasin Brummitt, 23, of Thief River Falls.
Brummitt was cited for a domestic abuse no-contact order violation, according to the citation.
He was taken into custody at the scene.
