Thief River Falls (trfnews.i234.me) — Prosecutors have filed a felony complaint in Pennington County District Court after a reported burglary call in Thief River Falls, according to court records in Minnesota’s Ninth Judicial District.

The complaint names Justin William Jourdain, 18, of Thief River Falls, as the defendant. Court records also describe the alleged involvement of Elijah Lee Louis Belgarde, 18, of Thief River Falls, and a third person identified as a juvenile.

Felony and Misdemeanor Charges

Jourdain is charged with two felonies: aiding and abetting first-degree burglary and aiding and abetting attempted motor vehicle theft, according to the complaint.

He also faces misdemeanor counts. Those include two counts of tampering with a motor vehicle and minor consumption of alcohol.

What Court Records Say Happened

Court records say police were sent to a residence at about 10:38 p.m. on Dec. 10, 2025, for a possible burglary in progress. A caller reported three people in a garage using flashlights. The caller said they rolled out what looked like a motorcycle. The caller also said someone looked into a parked car in the alley.

According to the filing, officers arrived and saw a person matching the caller’s description. That person was identified as Jourdain. Records also describe another person near what the caller believed was a motorcycle. Court documents say it was a moped scooter. The person on the moped ran from the area. Records identify that person as Belgarde.

Investigators later found a glove next to the moped. Court records say it belonged to Belgarde.

Arrest and Statements

Records say Belgarde was later found behind a nearby residence. Court documents say officers ordered him to comply and he was taken into custody.

According to the complaint, Belgarde later told investigators that he, Jourdain, and the juvenile had been looking into vehicles. Records say he also claimed they took the scooter and planned to ride around town.

Court records say Belgarde had a backpack that contained alcohol. The complaint alleges he admitted possessing it. Records also state both Belgarde and Jourdain are under 21. The filing lists preliminary breath test results of 0.14 for Belgarde and 0.07 for Jourdain.

The complaint says the moped owner told investigators the scooter had been inside his garage. The owner estimated its value at about $2,300 to $2,400. Records say the right-side mirror was broken, and the moped was photographed.

In a statement described in court records, Jourdain denied taking the moped. The complaint says he told police that Belgarde and the juvenile went into the garage and took it.

Case Status

The case is filed in Pennington County District Court in Minnesota’s Ninth Judicial District. Charges are allegations. Defendants are presumed innocent unless proven guilty in court.

Besides poor decision making and the one young man is my second cousin it comes down to choices just got to do better and get away from the trash is the start until that happens it won’t change believe me when I say that

  2. Omg..so sad! I remember him when he was in pre school, where I was an aide in. So sad that he turned out to be this way! I wish this vicious cycle would end as he is just proving society right with the stereotypes. Only 18, with his whole life ahead of him and start off with serious criminal charges. SAD.

I remember when you were in pre school dressed as police officer with your little cousin in the same class I cant remember her name off the top of my head! I hope nothing but the best for you, and your young you can still make a good life for yourself the right way! Makes me wonder what has gone on in your life for you to choose this lifestyle! 😞 I’ll be praying for you! I remember when you all lived with your grandma, with your cousin Sherman.
