Saint Paul Man Charged with Five Felonies in Public Housing Shooting Incident

Minneapolis/St. Paul, MN (trfnews.i234.me)—A 42-year-old Saint Paul man, Jason Simms Carter, is facing five felony charges following a shooting incident inside a public housing apartment building.

Carter has been charged with two counts of second-degree assault with a dangerous weapon, two counts of intentional discharge of a firearm that endangered safety, and one count of reckless discharge of a firearm in a public housing zone. Each charge carries a potential maximum sentence of five to seven years in prison.

Police responded to multiple 911 calls around 7:45 p.m. on December 22nd, reporting gunfire on the ninth floor of an apartment building on Ada Street. Upon arrival, officers discovered spent shell casings and bullet holes in the hallway. They identified Carter’s apartment as the source of the gunfire. Initially uncooperative, Carter eventually allowed officers inside, where they found additional shell casings, bullet holes, and a handgun hidden in a dresser.

Witness statements described Carter’s actions during the incident. A female resident reported that Carter fired a gun in her direction when she opened her door. Another resident described bullets entering his kitchen cabinet. Other witnesses reported hearing gunfire and seeing Carter behaving erratically in the hallway.

According to the criminal complaint, Carter admitted to consuming alcohol before the incident. He claimed he was startled awake by an unknown object striking his head, leading him to fire multiple shots. Investigators recovered over 30 spent casings, bullet fragments, and surveillance equipment from the scene.

Carter made his initial court appearance on Tuesday and is being held on $200,000 bail.
