The charges originated from a September 25 incident where Lian entered a residence in the 1900 block of Washington Ave., despite an active protection order involving his wife. Upon arrival, an officer found Lian seated inside the house, detected the odor of alcohol, and observed his difficulty maintaining balance. Lian admitted to consuming alcohol and either driving to the house or walking from a casino. He refused to perform field sobriety tests, a preliminary breath test, and multiple requests for blood and urine samples. An open case of beer and empty beer cans were found in his vehicle. After being informed of vehicle forfeiture, Lian acknowledged impairment but denied driving.

Lian’s record includes prior DWI convictions in 2006 and 2017, as well as implied consent revocations on August 7 and August 27.
