BAGLEY, MN (trfnews.i234.me) — A Park Rapids man with a lengthy drug and driving history has been charged with felony First-Degree DWI after allegedly operating a vehicle while under the influence of methamphetamine, according to a criminal complaint filed in Clearwater County District Court.
Skyler Daniel Howard (DOB 08/12/1991) was stopped by Officer Kenneth Olson of the Bagley Police Department on July 5, 2025, after he was seen manipulating a phone while driving through Central Street in Bagley. During the stop, Officer Olson observed Howard to be fidgety, shaky, and speaking rapidly, which prompted field sobriety testing.
A check of Howard’s license revealed it was canceled as inimical to public safety. A search of the vehicle yielded cannabis products and a glass pipe with meth residue. Howard claimed the residue belonged to a passenger from earlier but later asked officers if someone could test positive for meth “from unprotected sex with meth users.”
Howard ultimately submitted a urine sample pursuant to a court-approved warrant. Test results are pending.
A review of Howard’s history revealed:

Three prior DWI-related incidents in the past 10 years (including two in 2023),

A 2018 implied consent revocation in Crow Wing County,

Multiple drug convictions, including for 2nd- and 4th-degree controlled substance sales in 2024,

And an active charge for driving after cancellation in Hubbard County.
Howard now faces:

Gross Misdemeanor Driving After Cancellation – Inimical to Public Safety
He remains in custody under a court-ordered detention.
