Becker County (trfnews.i234.me) — A Waubun woman faces a DWI refusal charge after a ditch scene near Ogema.

What deputies reported

Court records say the incident happened on County Highway 34 near Ogema on January 31, 2026. Deputies report they saw a vehicle in a ditch with taillights on.

The complaint says the driver got out of the driver’s seat. Deputies identified her as Kandi Kim McGregor, 57, of Waubun. She told them she could not see the road.

Records say deputies noted glossy eyes and thick, “mushy” speech. They also checked her record and found an active arrest warrant.

The complaint says McGregor’s driver’s license was cancelled as being inimical to public safety. Another deputy then gave field sobriety tests.

Deputies report signs of impairment during those tests. The complaint lists eyelid tremors, fidgeting, and teeth grinding.

McGregor was arrested on suspicion of DWI, records say. She was also held on the warrant.

Search warrant and refusal claim

After the arrest, a deputy got a warrant for a blood or urine sample. The complaint says McGregor was asked to provide a sample.

She refused, the complaint says. Records say the deputy warned her that refusal is a crime.

Minnesota law makes test refusal a crime in some cases. The statute includes the refusal of blood or urine ordered by a warrant. See Minn. Stat. 169A.20 and Minn. Stat. 169A.26.

Court and release terms

McGregor appeared in Becker County District Court. Judge Michelle W. Lawson set bail at $200 cash with conditions, according to court records.

The record also lists a $12,000 bond option without conditions. It also lists a $2,000 non-cash bond with conditions.

The case was filed on February 2, 2026. The alleged offense date is January 31, 2026.
