Moorhead Woman Charged With Stolen Vehicle, Meth

Clay County (trfnews.i234.me) — A Moorhead woman is facing felony charges after authorities allege she was found with a stolen vehicle, stolen bicycles, and methamphetamine.

Kelly Marie Touche, 53, of Moorhead, is charged in Clay County District Court with two counts of receiving stolen property. She also faces a felony fifth-degree drug possession charge.

Garage Investigation Leads To Arrest

According to court documents, the investigation began on July 9, 2026, after a report of suspicious activity at a garage on 28th Avenue South in Moorhead.

A person reported smelling what was believed to be drug activity coming from inside the garage. The report stated the garage door was closed after people inside noticed maintenance workers nearby.

When authorities arrived, they contacted people inside the garage. Investigators reported seeing used needles and drug-related items in plain view.

The garage owner told authorities that the vehicle inside the garage did not belong to him. He said he had allowed Touche and another person to stay overnight.

Stolen Vehicle Allegedly Found Inside Garage

Court records state that investigators searched the area around the vehicle after receiving permission from the garage owner.

During the search, authorities allegedly found a license plate that had been removed from the vehicle.

The license plate was reported stolen from Fargo. The vehicle was also later confirmed as stolen from Fargo.

Investigators say Touche told them she and another person arrived at the garage in the vehicle early on July 9.

According to the complaint, Touche said she had been driving the vehicle. She allegedly told investigators she knew the vehicle was stolen.

Additional Stolen Property Alleged

The complaint states two bicycles located at the garage were also reported stolen.

Touche allegedly told investigators that one of the bicycles belonged to her.

The charges include receiving stolen property involving the vehicle and bicycles.

Methamphetamine Allegation

After Touche was taken to the Clay County Jail, authorities say a search found a bag containing suspected narcotics.

The complaint states the substance weighed about 1.6 grams and tested positive for methamphetamine.

The felony drug charge carries a possible maximum sentence of up to five years in prison and a fine of up to $10,000.

The receiving stolen property felony charge also carries a possible maximum sentence of five years and a $10,000 fine.

All charges are allegations. Court records show a defendant is presumed innocent unless proven guilty in court.
