Moorhead Man Faces 10 Child Abuse Material Counts
MOORHEAD (trfnews.i234.me) — Yousif Rizgar Wali, 24, faces 10 felony counts involving child sexual abuse material.
Prosecutors filed the complaint on June 29 in Clay County District Court.
Each count carries a maximum prison sentence of 10 years. Each also carries a possible $10,000 fine.
Cyber Tip Led to Search
The investigation began when Moorhead investigators received a cyber tip on May 29.
The tip came through the Minnesota Internet Crimes Against Children Task Force.
It was first reported to the National Center for Missing and Exploited Children.
Court records say the tip identified possible illegal material connected to online accounts and phone numbers.
Investigators traced one Google account to Wali, according to the criminal complaint.
Records and an earlier police contact linked Wali to a home on 37th Avenue South.
A judge approved a search warrant on June 16. Officers served the warrant on June 18.
Police stopped Wali as he left the residence. They seized a smartphone from his vehicle.
Other investigators searched the home at the same time.
Phone Examination Found 39 Files
Wali agreed to speak after receiving a Miranda warning, the complaint states.
He said he received some illegal material through Telegram two or three years earlier.
Wali suggested the files may have moved when he changed phones.
He also reported receiving a Google notice about detected child sexual abuse material.
Google later banned the account, according to his statement in the complaint.
Wali denied viewing the files for sexual purposes.

A forensic examination found 34 videos and five images, investigators reported.
The files showed alleged sexual abuse involving young children, according to the complaint.
Investigators listed upload dates from March 21 through May 4, 2026.
The complaint does not identify which 10 files support the individual felony counts.
Investigators also reported activity on Wali’s Telegram account after the search.
Someone remotely entered the account and deleted several message threads and groups, the complaint states.
The filing does not identify who deleted those messages.
First Court Appearance
Wali was booked into the Clay County Correctional Facility.
He made his first court appearance on June 30.
The charges are allegations. Wali is presumed innocent unless proven guilty in court.
