Parker is described as a white male, 5 feet 4 inches tall, 225 pounds, with blue eyes, brown hair, and light skin. He is listed as non-Hispanic or not Latino. No scars, marks, or tattoos are recorded.
Officials emphasize that North Dakota’s sex offender registry is a public safety tool. They caution that misusing registry information to harass or target offenders is against the law.
