Mahnomen Man Faces Felony Strangulation Charges

Mahnomen County (trfnews.i234.me) — Devin Rain Anderson faces three criminal charges after an alleged domestic assault in Mahnomen.

The charges include two felonies and one gross misdemeanor. The case was filed in Minnesota’s Ninth Judicial District.

Court records list the case as 44-CR-26-375. The complaint includes an order of detention.

Woman Reports Extension Cord Attack

The complaint says officers responded around 5:54 a.m. on July 5, 2026.

Destani Hoagland reported that Anderson had assaulted her several times during the previous 24 hours.

She said Anderson struck her face, hands, and body. She also accused him of wrapping an extension cord around her neck.

Hoagland told investigators that the strangulation caused her to lose consciousness. Officers reported seeing bruising around her neck.

Anderson was no longer inside when officers searched the home. They reported finding damaged items throughout the residence.

An open bathroom window may have been used as an escape route, according to the complaint.

Duane Edward Sayers was upstairs during the reported incident. He said he heard the disturbance but did not see it.

Sayers told investigators that he ordered Anderson to stop. Officers later issued a bulletin seeking Anderson’s arrest.

Another officer located Anderson and took him into custody. Anderson declined to provide a statement.

The complaint says a preliminary breath test showed a reading of 0.215.

Count one alleges felony domestic assault by strangulation. The charge carries up to three years in prison.

It also carries a possible $5,000 fine. The relevant law is Minnesota Statute 609.2247.

Count two alleges felony second-degree assault with a dangerous weapon. Prosecutors identified the extension cord as the alleged weapon.

That charge carries up to seven years in prison. It also carries a possible $14,000 fine.

Count three alleges gross misdemeanor domestic assault based on a prior qualified conviction.

The complaint cites Anderson’s 2023 conviction for interfering with a 911 call.

That charge carries up to 364 days in jail. It also carries a possible $3,000 fine.

Anderson also has an open DWI-related case, according to the complaint.

These allegations have not been proven in court. Anderson is presumed innocent unless proven guilty.
