Mahnomen Man Faces Felonies in Cord Strangulation Case

MAHNOMEN, Minn. (trfnews.i234.me) — Devin Rain Anderson faces three charges after an alleged domestic assault in Mahnomen.

Prosecutors charged Anderson with felony domestic assault by strangulation and felony second-degree assault.

He also faces a gross misdemeanor domestic assault charge.

The allegations come from a criminal complaint filed in Minnesota’s Ninth Judicial District.

Woman Reported Assault and Strangulation

The complaint says authorities were called to a Mahnomen residence early July 5, 2026.

The victim reported that Anderson had assaulted her several times during the previous day.

She said Anderson struck her face, hands, and body, according to the complaint.

The victim also alleged Anderson wrapped an electrical extension cord around her neck.

She reported losing consciousness during the alleged strangulation.

Authorities said they observed bruising around her neck that appeared consistent with her account.

The complaint says officers searched the residence but did not initially find Anderson.

They also reported damaged property and an open bathroom window inside the home.

Anderson Later Arrested

Duane Edward Sayers told investigators he heard the disturbance but did not witness the alleged assault.

Sayers said he told Anderson to stop during the disturbance, according to the complaint.

Authorities issued a bulletin seeking Anderson after he was not found at the residence.

Another officer later located Anderson and placed him under arrest.

The complaint says Anderson declined to provide a statement after his arrest.

It also states a preliminary breath test produced a reading of 0.215.

Three Charges Filed

Count One charges Anderson with felony domestic assault by strangulation.

The complaint lists a maximum sentence of three years and a possible $5,000 fine.

Count Two charges second-degree assault with a dangerous weapon.

Prosecutors allege the extension cord was used as an improvised weapon during the strangulation.

That felony carries a maximum sentence of seven years and a possible $14,000 fine.

Count Three alleges gross misdemeanor domestic assault involving a prior qualified domestic violence-related offense.

The complaint also cites Anderson’s 2023 conviction for interference with a 911 call.
