Mahnomen County (trfnews.i234.me) – A Missouri man is facing several charges in Mahnomen County District Court after a traffic stop on Highway 59.

Kadyn Patrick Leonard, 20, of Stockton, Missouri, is charged in Mahnomen County District Court. The case was filed in Minnesota’s 9th Judicial District.

The most serious charge is gross misdemeanor DWI test refusal. Court documents say Leonard refused a chemical breath test after his arrest.

The complaint also lists several other charges. They include open cannabis in a motor vehicle and underage alcohol consumption.

Leonard is also charged with possessing more than two ounces of cannabis outside a home. He faces seat belt and underage cannabis counts as well.

Traffic Stop On Highway 59

According to the complaint, the stop happened around 12:12 a.m. on April 21, 2026.

A deputy reported seeing a vehicle stop at a stop sign. The vehicle then allegedly accelerated quickly.

The complaint says the driver failed to signal before a right turn. A radar reading showed 36 mph in a 30 mph zone.

The deputy then stopped the vehicle on Highway 59 in Mahnomen County.

Court Records List Test Refusal

Court records say Leonard was not wearing a seat belt when the deputy approached.

The complaint says his eyes were bloodshot and watery. The deputy also reported smelling alcohol.

Leonard denied drinking that night, according to the complaint.

He later took field sobriety tests. The complaint says he showed signs of impairment during those tests.

A preliminary breath test allegedly showed a result of 0.197.

Leonard was taken to the Mahnomen County Sheriff’s Office. Court documents say he refused a DMT breath sample.

Cannabis Allegations

Another deputy later checked the vehicle and identified passengers, according to the complaint.

A zip-lock bag of marijuana was allegedly found in the center console.

The complaint says the marijuana and packaging weighed 17.8 grams.

Before the vehicle was towed, Leonard’s mother arrived at the scene. She claimed the marijuana was hers.

Court documents say the vehicle was registered to Leonard.

The complaint also states Leonard had a prior DWI conviction from June 6, 2025.

That prior conviction is listed as an aggravating factor in the new DWI refusal charge.

The charges remain allegations. Leonard is presumed innocent unless proven guilty in court.
