Leonard (trfnews.i234.me) — A Leonard man faces two felony charges involving Minnesota’s predatory offender registration requirements.

Luis Pedro English, 38, is charged in Clearwater County District Court.

He faces one count of failure to register as a predatory offender.

He also faces one count of providing false information under predatory offender registration requirements.

Each felony carries a maximum sentence of five years in prison.

Each charge also carries a possible $10,000 fine.

Authorities Question Where English Was Living

According to the criminal complaint, English was required to register as a predatory offender.

The complaint says he was considered homeless and required to complete weekly check-ins.

Authorities said English had been staying in a tent on property near Leonard.

Investigators later received information that English was no longer staying there.

A resident told authorities that English had moved away approximately two weeks earlier.

Another person said his tent had been damaged during a storm.

She told investigators English had not been regularly staying at the property since then.

English Found At Shevlin Home

Authorities went to a home in Shevlin on September 18.

English was found inside the residence, according to the complaint.

English allegedly said his tent had blown down.

He claimed he was still living on the Leonard property but sleeping in a garage.

English said he had arrived at the Shevlin home around 5 a.m. to pick up pine cones.

Authorities arrested English and transported him to the Clearwater County Jail.

Complaint Cites Previous Check-Ins

The complaint says English completed a registration check-in on September 8.

He reportedly listed the Leonard property as his residence.

English again checked in on September 16 and listed the same location.

During that conversation, English allegedly said he was staying warm beneath a tarp over his tent.

The complaint says he did not report that the tent had blown down.

Prosecutors allege English knowingly failed to report a change of address.

They also allege he intentionally gave false information about where he was living.

Prior Registration Conviction Listed

The complaint states English was convicted of a predatory offender registration violation in 2015.

It also lists prior convictions involving solicitation of a child, protection-order violations, and fifth-degree assault.

The new charges are allegations. English is presumed innocent unless proven guilty in court.
