Pandemonium broke out in both the House and Senate during the closing minutes of the 2024 session. The uproar continued for 25 minutes after Senate President Bobby Joe Champion ignored Republican members, allowing Democrats to pass a 14,400-page bill covering various topics, including higher education, agriculture, rideshare driver pay, and human services. The bill also included controversial measures like a gun binary trigger ban and paid family leave.

In the House, Speaker Melissa Hortman justified the move as necessary due to repeated Republican filibusters. House Republican Minority Leader Lisa Demuth criticized the speaker for ignoring their attempts to be recognized. Key measures, including a bonding bill, sports betting legislation, and an equal rights abortion constitutional amendment, failed to pass before the midnight deadline.

Amid the chaos, jubilant Uber and Lyft drivers celebrated outside the Minnesota Senate chamber early Monday morning after the legislature passed a bill increasing their pay to $1.28 per mile and 31 cents per minute. The bill’s sponsors claim it will keep rideshare companies from leaving the market. An Uber spokesperson warned of potential price increases for riders starting next January 1st, while Lyft officials have yet to comment. Governor Tim Walz is expected to sign the bill.
