GRAND FORKS — Troy Randall Larson, a 43-year-old man from Larimore, North Dakota, has pleaded not guilty to nine felony charges, including Class AA felony murder and Class A felony attempted murder. Larson is accused of killing 64-year-old Jamey Allen Holweger, attempting to murder his own mother, and firing shots at law enforcement officers during a tense standoff.
On Monday, September 16, Larson waived his preliminary hearing and entered his plea. If convicted, he faces life in prison without the possibility of parole. The charges include mandatory minimum sentences of four years for murder and attempted murder, and two years for reckless endangerment.
The charges stem from an incident on March 23 when law enforcement responded to a homicide at a Larimore residence. Larson allegedly barricaded himself inside with the deceased after shooting Holweger and attempting to shoot his mother. Court documents reveal that Larson, who had stopped taking his medication, fired multiple rounds at his mother and Holweger as they were speaking. Only Holweger was struck by the gunfire.
During the two-hour standoff, Larson allegedly fired a handgun at a BearCat vehicle carrying seven law enforcement officers. The rounds did not penetrate the vehicle, and Larson was eventually apprehended after being shot with both a less-lethal round and a bullet.
Larson underwent a mental health evaluation, which delayed the case until he was found fit to proceed. His bond has been set at $1 million, and his final dispositional conference is scheduled for December 12.
