Grand Forks County, ND (trfnews.i234.me) — The Grand Forks Police Department has issued a public notice about a level three, high-risk sex offender now living in the city.
According to the notice, Keith Siracusa is residing at 1712 Continental Dr. #101 in Grand Forks. He was convicted in Clay County in 1997 of first-degree attempted criminal sexual conduct. The North Dakota Sex Offender Risk Assessment Committee has assigned him a high-risk level, which requires lifetime registration.
Registry records say that while working as a college maintenance employee, Siracusa removed his pants, put on surgical gloves, and waited in a basement area. He then choked and attempted to rape a female student. The victim survived. State law requires authorities to notify the public about certain high-risk offenders to promote awareness and safety.
The Grand Forks Police Department tracks and verifies registered offenders through its Offender Tracking and Verification Program (OTVP). That process includes routine checks, address verification, and follow-up when needed. High-risk offenders must be contacted at least every 30 days to verify their status. Individuals without a fixed address must appear at GFPD every three days to confirm information.
According to the department, 132 offenders are currently registered with the GFPD who live, work, or attend school in the city. Of those, nine are assigned a high-risk level. Others are listed as moderate, low, or with no assigned level.
