a 38-year-old Michael Robert garinger of Grand Forks has been charged with felonies of domestic violence and interference with the telephone during an emergency call according to court documents officers met up with the female victim in the parking lot of the police department on Christmas day she reported garinger had allegedly strangled her and she couldn’t breathe when he had his hands around her neck police reported a visible red mark around her neck and laceration on her hand the victim also report reported he hit the phone out of her hand as she tried to dial 911 garinger denied any wrongdoing to police I’m Neil Berg reporting for in trfnews.i234.me
