Grand Forks Man Charged With Felony Terrorizing

Grand Forks County (trfnews.i234.me) – A Grand Forks man is facing a felony charge after a disturbing incident outside an apartment building on August 18.

According to court documents, police were called after a report of a man yelling and threatening to burn down a building. Witnesses told officers the man also said residents were “lucky” he did not pull out a gun and shoot someone.

At 7:44 a.m., officers located the suspect, identified as Jasper Torres, sitting on a bench outside the Grand Forks Public Library. Police say Torres admitted he was upset because he had slept outside the night before. He reportedly stated that “we’re all sinners.”

Authorities searched Torres and found he was carrying only a foam water gun. Despite that, he was arrested at the scene and charged with felony terrorizing.

Under North Dakota law, felony terrorizing carries the possibility of significant prison time if convicted. Prosecutors in Grand Forks County are now moving forward with the case.

The incident highlights growing concerns over public safety and mental health issues in the community. Local officials continue to encourage residents to report threatening behavior to law enforcement immediately.
