Grand Forks County: Lincoln Park Stalking Scare

Grand Forks (trfnews.i234.me) — A young woman in Grand Forks reports a frightening encounter near the Red River by Lincoln Park. She says a man approached her on August 24 and again on August 25. On both days, he recorded a video of her and asked personal questions.

On the second day, a minor friend was with her. She says the man asked their ages. He then walked the same route toward their fishing spot. She reports he later mentioned a younger brother who was not present. She did not know how he had that detail.

After the woman filed a report, the man allegedly returned to the river area. She says he walked toward them, holding a hat taken from her car, and ignored requests to stay back. The pair moved to a safer position and called 911. They used pepper spray and fishing gear for protection, but did not deploy them. Dispatch stayed on the line and guided them to hide until officers arrived.

Police responded quickly and cleared the immediate area. A department spokesperson said formal charges had not been filed as of Wednesday afternoon. The case remains under investigation. Officials indicated a disorderly conduct charge is possible based on the initial facts. Further review will determine if other charges apply.

The victim asked that her name be withheld to protect privacy. She urged others—especially girls and young women who fish or walk the river—to stay alert, keep phones charged, and report suspicious behavior right away. Anyone who sees similar conduct should call 911.
