Fosston (trfnews.i234.me) – Harvey Rodger Mugaas, 90, of Fosston, is facing two charges in Polk County District Court.

The case was filed in Minnesota’s 9th Judicial District. The court file number is 60-CR-26-651.

Complaint Details Allegations

The complaint says the woman reported several alleged incidents after moving into the apartment complex.

She told investigators Mugaas was her neighbor. She said she first went to his apartment to help with a thermostat.

She alleged Mugaas consumed alcohol during that visit. She also alleged he touched her without consent.

The complaint says Mugaas later entered her apartment uninvited. It also says he knocked on a shared wall.

On March 19, 2026, the woman said she went to assist while emergency medical staff were in Mugaas’s apartment.

She alleged Mugaas touched her without permission during that visit. A male tenant was present and stopped the alleged contact.

Later that evening, the complaint says Mugaas called the woman into a bedroom. She alleged he exposed himself to her.

She said she tried to leave. The complaint says Mugaas grabbed her arm and pulled her toward the bed.

The woman said the male tenant helped her get away. Investigators later spoke with that tenant.

The complaint says the witness backed up the incidents he saw.

Defendant Denies Allegations
