ROCHESTER — Shane Roper, a former Minnesota State Trooper, has been dismissed and is now facing nine criminal charges following a high-speed crash on May 18, 2024, that killed 18-year-old Olivia Flores and injured five others. Documents reveal that Roper violated multiple policies, including reckless driving and emergency vehicle operation.
Roper’s squad car collided with a Ford Focus while traveling at 83 mph in a 55 mph zone, killing Flores. Witnesses reported that no lights or sirens were activated. The impact sent both vehicles into a Toyota Rav4, further injuring passengers. Roper had previously violated 10 general orders since 2019, including inattentive driving.
He now faces charges, including second-degree manslaughter and criminal vehicular homicide. Roper has pleaded not guilty, with a trial set for November.
