GRAND FORKS COUNTY (trfnews.i234.me) — The former CEO of Langdon’s hospital has pleaded guilty to a lesser charge after being accused of indecent exposure at the Grand Cities Mall in Grand Forks last year.

Jeffery Dalton Stanley, 57, was originally charged with Class A misdemeanor indecent exposure after a reported incident on October 21, 2024. According to court records, surveillance footage showed Stanley masturbating while seated on a couch in a common area of the Grand Cities Mall.

At the time of the incident, no one on scene signed a citizen’s arrest form, which law enforcement requires to pursue certain misdemeanor charges if the act is not directly witnessed by officers. However, three witnesses came forward that day and said they wanted to press charges, according to an affidavit filed in the case.

Stanley was formally charged on October 24, 2024, and a warrant was issued for his arrest the following day. He was not immediately taken into custody but turned himself in on November 22, 2024.

On October 28, 2025, Stanley pleaded guilty in Grand Forks County District Court to an amended charge of Class B misdemeanor disorderly conduct – offensive condition. The charge carries a maximum penalty of 30 days in jail and a $1,500 fine.

Under a plea agreement, Stanley received no jail time and no apparent fine. He was sentenced to one year of unsupervised probation. As part of his probation terms, Stanley is prohibited from contacting the three witnesses involved in the case and may not go within 100 yards of the Grand Cities Mall.

The original indecent exposure charge carried a possible penalty of up to 360 days in jail and a $3,000 fine. The North Dakota Courts continue to manage Stanley’s probation conditions.
