Fergus Falls Stop Leads to Felony Fleeing Charge

Fergus Falls (trfnews.i234.me) — A Philadelphia man faces three charges after a traffic stop on Interstate 94 in Otter Tail County.

Jallah Akoi, 37, is charged with felony fleeing a peace officer in a motor vehicle.

He also faces two misdemeanor charges involving vehicle registration plates.

The case is filed in Otter Tail County District Court under court number 56-CR-26-2233.

Traffic Stop Begins On Interstate 94

According to the criminal complaint, authorities saw a vehicle traveling west on Interstate 94 around 12:52 a.m. September 10.

The vehicle was near mile marker 65 and had no visible license plate, the complaint states.

Authorities attempted a traffic stop, but the vehicle continued for about five miles.

The complaint says emergency lights and a siren were activated during the attempted stop.

The vehicle eventually pulled into the Big Chief Truck Stop near Fergus Falls.

The driver was identified as Jallah Akoi.

Akoi followed commands after stopping and was placed in handcuffs, according to the complaint.

Authorities reported finding $5,250 during a search of Akoi.

Investigators searched the vehicle and reported finding two temporary registration tags.

The complaint says one Delaware tag showed an August 24, 2026, expiration date.

However, the same tag listed a November 24, 2026, issuance date.

That issuance date had not yet occurred when the stop happened.

Investigators described both temporary tags as appearing fictitious.

One tag was made from cardboard, while the other was printed on thick paper.

Authorities also reported finding a black plate attached to the vehicle.

The plate included language claiming no driver’s license or insurance was required.

A reflective plastic sheet covered the plate and made it difficult to read when illuminated.

The complaint says the vehicle’s registration returned as suspended.

Akoi faces felony fleeing under Minnesota Statute 609.487.

That charge carries a maximum penalty of three years in prison and a $5,000 fine.

He also faces two misdemeanor registration plate charges under Minnesota Statute 168.10.

Each misdemeanor carries a maximum penalty of 90 days in jail and a $1,000 fine.

The complaint says authorities also found automotive parts and four cellphones inside the vehicle.

Akoi is presumed innocent unless proven guilty in court.
