Fergus Falls Registration Case Leads to Felony Charge

Fergus Falls Registration Case Leads to Felony Charge

Fergus Falls (trfnews.i234.me) — Lucas Trey Matthew Fischer faces a felony charge in Otter Tail County.

Prosecutors accuse Fischer of knowingly failing to meet Minnesota predatory offender registration requirements.

The alleged violation occurred on or about November 11, 2025, according to the criminal complaint.

Fischer has been summoned to court in case 56-CR-26-1518.

Registration Check Raises Questions

The investigation began during assigned registration checks in Fergus Falls on November 10, 2025.

An officer checked Fischer’s listed primary address on County Highway 111.

A person at that location told police Fischer had not lived there for about nine months.

Investigators then asked Moorhead police to check Fischer’s listed secondary address.

A resident there said she did not know Fischer, according to the complaint.

She also told police Fischer had not lived there since she moved in during 2021.

Felony Charge Filed

Prosecutors allege Fischer was required to register and knew about that duty.

The complaint says he failed to keep required address information current with authorities.

Minnesota law requires certain registered people to provide updated residence and other information.

The complaint lists the charge under Minnesota Statute 243.166.

That section covers criminal penalties for knowingly violating registration requirements.

The complaint lists a maximum punishment of five years in prison.

It also lists a possible fine of up to $10,000.

Court Filing Contains Birth Date Conflict

The court complaint contains two different birth dates for Fischer.

The defendant information page lists March 12, 1996.

The probable cause section lists July 20, 1999.

TRF News is not using either birth date because of that conflict.

The court filing identifies the defendant as Lucas Trey Matthew Fischer in both sections.

Public Court Information Available

The case was filed in Minnesota’s Seventh Judicial District in Otter Tail County.

Court records identify the matter as prosecutor file 25CR01335.

The district court file number is 56-CR-26-1518.

The complaint was issued by summons rather than an arrest warrant.

Readers can review Minnesota law through the Minnesota Revisor of Statutes.

Public records may also be available through Minnesota Court Records Online.

The felony charge is an allegation and does not establish guilt.

Fischer is presumed innocent unless proven guilty in court.
