East Grand Forks: Solem Faces Drug, DWI Charges
EAST GRAND FORKS, Minn. (trfnews.i234.me) — Stacy Ann Solem faces felony drug possession and third-degree DWI charges in Polk County.
Solem, 51, is charged in District Court file 60-CR-26-1276.
The charges stem from an Aug. 30, 2026, incident in East Grand Forks.
Prosecutors allege Solem possessed oxycodone near Sacred Heart School.
They also allege she was in physical control of a vehicle with controlled substances in her body.
Woman Found Behind Wheel
The complaint says police responded to East Side Express after receiving a report about an unresponsive driver.
Officers found Solem in the driver’s seat of a running vehicle, according to prosecutors.
Her foot was on the brake, and she was holding scratch-off tickets.
The complaint says Solem had bloodshot eyes and struggled to keep her head upright.
Police asked Solem to complete several field sobriety tests.
Prosecutors allege she showed difficulties during portions of those tests.
No police officer names are included in this report.
Oxycodone Allegedly Found in Purse
The complaint says police later looked inside Solem’s purse while retrieving a cigarette for her.
Investigators allegedly found five white pills inside a small bag.
Prosecutors say the pills were later identified as oxycodone.

A pipe suspected of being used with methamphetamine was also found, according to the complaint.
The pipe allegedly produced a positive field test for methamphetamine.
Solem reportedly denied that the pipe belonged to her.
Urine Test Cited in DWI Charge
Police transported Solem to the East Grand Forks police station after her arrest.
The complaint says she voluntarily provided a urine sample.
A preliminary test allegedly showed methamphetamine, cocaine, fentanyl, oxycodone, and THC.
The sample was sent to the Minnesota Bureau of Criminal Apprehension for further testing.
Prosecutors cite a 2022 North Dakota DWI conviction as an aggravating factor.
That prior DWI is relevant to the current third-degree DWI charge.
Felony Drug Charge
Count One cites Minnesota Statute 152.023.
Prosecutors allege Solem possessed oxycodone within the prohibited zone surrounding Sacred Heart School.
Sacred Heart School is located in East Grand Forks.
The felony charge carries up to 20 years in prison.
A fine of up to $250,000 is also possible.
Third-Degree DWI Charge
Count Two cites Minnesota Statute 169A.20.
The degree of the charge is addressed by Minnesota Statute 169A.26.
The complaint classifies that count as a gross misdemeanor.
It lists a maximum of 364 days in jail and a $3,000 fine.
These penalties are maximums and do not represent a sentence against Solem.

The complaint contains allegations that have not been proven in court.
Solem is presumed innocent unless proven guilty beyond a reasonable doubt.
