The incident happened on December 4 near Sacred Heart in East Grand Forks.
Police asked for help from the public while investigating the case.
After receiving several tips, investigators identified the suspect as Jackson Taylor of Grand Forks.
Police say Taylor has been taken into custody in North Dakota.
Authorities say the arrest is tied to similar incidents.
Charges Requested
The East Grand Forks Police Department has forwarded a request for charges.
The request was sent to the Polk County Attorney’s Office.
Officials say the case remains under review.
Formal charges have not yet been announced.

Earlier Confusion Cleared
Police also addressed earlier confusion in the investigation.
An earlier report incorrectly linked another Grand Forks resident to the case.
That individual was cleared after police confirmed the vehicle was similar but unrelated.
Investigators say Jackson Taylor is now the only suspect connected to the East Grand Forks incident.
