East Grand Forks (trfnews.i234.me) — A Grand Forks man is facing felony DWI charges after a traffic stop in East Grand Forks.
Ronald Alan Hamren is charged in Polk County District Court with two felony first-degree DWI counts.
He is also charged with violating a restricted driver’s license.
The case is filed in Minnesota’s 9th Judicial District under court file 60-CR-26-487.
Traffic Stop In East Grand Forks
According to the complaint, the stop happened April 14, 2026.
Law enforcement was on 2nd Street Northeast in East Grand Forks.
A Ford F-150 driver was allegedly seen without a seatbelt.
The complaint says the right brake light was hanging from its socket.
Authorities also reported that the top brake light was not working.
The pickup also allegedly weaved to the right side of the road.
A traffic stop was then conducted.

Complaint Alleges Drug Impairment
The driver was identified as Ronald Alan Hamren.
Authorities reported that Hamren still was not wearing a seatbelt.
The complaint says he had bloodshot and watery eyes.
Authorities also reported restless behavior.
A license check showed two restrictions on Hamren’s license.
One restriction said any alcohol or drug use would invalidate the license.
The other restriction required ignition interlock.
Hamren allegedly said he was on probation.
He first said he last used methamphetamine about one month earlier.
Later, he allegedly said he had used a few days earlier.
Urine Test Reported Positive
Authorities asked Hamren to perform field sobriety tests.
During one test, he allegedly estimated 30 seconds in 15 seconds.
The complaint says that can show an accelerated internal clock.
A preliminary breath test showed .000.
Hamren continued showing restless and fidgety behavior, according to court records.
He was then arrested for DWI.
A drug recognition evaluation was later completed.
The complaint says authorities believed Hamren was under the influence of drugs.
A search warrant was granted for a blood or urine sample.
Hamren agreed to provide a urine sample.
The complaint says a field test was positive for methamphetamine, amphetamine, and THC.
Felony Charges Filed
The DWI charges are listed under Minnesota Statute 169A.20.
The complaint also references Minnesota Statute 169A.24.
The restricted-license count is listed under Minnesota Statute 171.09.
Each felony DWI count carries up to seven years in prison.
Each also carries a possible $14,000 fine, or both.
The complaint lists three prior impaired-driving incidents within ten years.
The charges are only accusations at this stage.
Hamren is presumed innocent unless proven guilty in court.
